The fellowship program is funded by grants, contracts  and cooperative agreements.  There are about 25 agreements in an  average year.  The rules governing travel and expenditures are applied  to fit the global criteria of the overall program in order to maintain  compliance.

  

Every agreement is cost reimbursable, which means  AAAS pays the fellows first and then the costs are reimbursed.  Although  the funding is obligated to the program, the funds remain with the  government until AAAS submits a request for payment.

  

Any changes, additions, or reductions must be  initiated by the federal agency (office and contracts) and submitted to  AAAS for implementation.

  

The funding is at all times at the discretion of the agency.
