In order to be compliant with the agreement that funds your fellowship, all fellows serving at USAID will be required to follow these procedures:
- Contractor employees working on-site in USAID’s domestic facilities must follow the workplace safety protocols described in the COVID-19 Domestic Workforce Safety Plan and Workplace Guidelines (“Safety Plan”), including protocols related to vaccination attestations, making, physical distancing, and COVID-19 testing.
- The Centers for Disease Control and Prevention (CDC) has set recommendations related to COVID-19 Community Levels, which measures the impact of COVID-19 illness on health and healthcare systems and inform the appropriate prevention strategies to utilize at a given time. The website (linked in the proceeding sentence) provides county-level data indicating whether the COVID-19 Community Level is LOW, MEDIUM, or HIGH for each county in the United States. USAID’s Safety Plan Outlines different policies and procedures based on the Washington, D.C., COVID-19 Community Level.
- The vaccination attestation and screening testing procedures now only apply when the Washington, D.C., COVID-19 Community Level is MEDIUM or HIGH.
- When the Washington, D.C., COVID-19 Community Level is MEDIUM or HIGH, on-site contractor employees will need to carry the “Certification of Vaccination” form with them while on-site at USAID domestic facilities or they will need to participate in regular COVID-19 screening testing.
- When the Washington, D.C., COVID-19 Community Level is LOW, on-site contractor employees do not need to carry the “Certification of Vaccination” form with them while on-site at USAID domestic facilities, nor do they need to participate in any regular COVID-19 screening testing.
- Regardless of the COVID-19 Community Level, any on-site contractor employee who has symptoms consistent with COVID-19 should not enter any Federal facility.
